Philip Causton Lockwood (1821-1908) was the Brighton Borough Surveyor responsible for the C19th redesign of the Brighton Dome and the creation of Brighton Museum and Library, and also the updates to the seafront including the creation of the Bandstand and Madeira Lift, and (apparently) the railings.

He also laid out the original (railing-boundaried) version of the grounds of Preston Park with the Corporation's Head Gardener, James Shrives.
