A small brown Water Crane, Hornby Dublo 5095 with a black base and flexible hose.
A "water crane" (or "water column") was essentially a high vertical pipe with an arching-over piece with hose that was fixed to a piped water supply alongside the track and used to refill locomotives' water tanks, quickly.
