The tradition of making model machine tools (usually referred to in catalogues as "Working Models" goes back to the scientific toys of the C19th.

The tradition continued through the Twentieth Century, primarily since vendors who sold model stationary steam engines needed to be able to offer fixed machines for the engines to be able to drive, and because Victorian workshops had tended to have their machine tools driven from a central steam engine via shafts or drivebands, and a collection of these machine tools connected to a stationary engine had some authenticity.
