A "toy-styled" steam-powered gauge 2 Midland Railway 4-2-2 locomotive and tender made by Bing circa 1904.

The locomotive has [M] [R] on its tender, a smaller [G][B][N] (Gebruder Bing, Nuremburg) on its cab, and large clunky wheels, and its bare metal boiler has obviously seen some use.
