An early (1930's) red LNWR "Hornby Series" M-series 0-4-0 locomotive and tender, running number, 3435.
As usual, the same basic toy loco bodyshape was used with a range of markings, and any structural likeness to the nominal prototype was often coincidental. Running number 3435 would seem to belong to the LNWR locomotive "Queen Empress", which was later renunbered as 2054, and was a 2-4-2 locomotive.
