A boxed plastic Triang "Penguin Playtime" Build-a-Town set, catalogue number P251. The set seems to be complete apart from the base board and instructions, shop window cards, and one of the MINIX cars.

A small white panel reads: "Another safe play-tested Tri-ang product made in Great Britain by Rovex Industries Ltd."

Penguin Playtime seems to have been Triang/Rovex' attempt to get in on the market for plastic toys for young children that had been pioneered by Hilary Page's Kiddicraft company. Penguin was an older Triang brandname.
